IT Operational Support Manager
Minimum Qualifications:
Quality Technology, Inc is seeking IT Operational Support Manager - This management position will oversee, coordinate, and manage the desktop support and system administration and information security support. The candidate shall maintain current knowledge of new technologies and make recommendations for improvements to the desktop support, network and workstation configurations, and operational support. The candidate shall follow through with the technical approach, organizational resources, and management controls to meet the cost, performance and schedule requirements. When requested, the candidate will make recommendations on network connectivity products, hardware, equipment, and miscellaneous materials needed to maintain and upgrade the local area network (LAN) and servers (file and application). The candidate also provides technical expertise and oversight to desktop, server and security support staff for end-user problem resolution; desktop/server and security support issues and support ticket tracking system. When requested, the candidate will attend the institute-wide working groups or meetings to provide expertise and input representing the best interests of institute. Plan training requirements for staff and ensure staff, have the resources to accomplish their mission. Provide team meetings, manage level of effort, mentor as necessary, and manage communications between all teams. Provides task status reports upon request and works on special IT projects assigned by functional project officers or the IT management. IT projects performed under the scope of this work will be conducted in accordance with all federal client and government IT Governance policy and requirements, including Enterprise Performance Lifecycle framework (EPLC), Capital Planning and Investment Control (CPIC), Standard System Development Lifecycle (SDLC) and Project Management. Minimum document artifacts will be produced and maintained in electronic format in client’s document repositories as directed by the functional manager.

System Administration Specialist
Minimum Qualifications:
Quality Technology, Inc is seeking System Administration Specialist - The candidate shall provide on-site network administration and data/file server support services to the research labs and administrative support offices. The candidate will perform routine network maintenance, server installation, configuration, upgrades, optimization, and improvements in addition to troubleshooting support for all servers (Windows, Mac, Unix or Linux servers for DHCP, firewall, application, security patching and ePO, etc.). The candidate shall provide monitoring support for critical servers, as determined by the IT management. Server downtime resulting from maintenance and improvements should be limited to non-production hours whenever possible. Backup of user and server data and configurations will be performed and maintained routinely by the candidate. Since Unix and Linux systems are a major component of intramural scientific workstations for imaging processing and scientific computing. The candidate will provide central user support to all Unix/Linux workstations and assistance in network administration and installation and trouble shooting of scientific applications such as imaging processing, computational biology or bioinformatics.
Duties:
The selected candidate must be thoroughly trained and have demonstrated analytical and technical skills in installing, configuring, and administrating Windows Enterprise servers, Mac file servers and/or Linux application and data servers and workstations as well as performing back up and restore services in a layer 2 and layer 3 architecture. The technician supporting Windows/Mac servers must have a minimum of 1-2 years of administrator experience in an organization of similar size or environment. System and Network Administration Specialist
Minimum Qualifications:
Quality Technology, Inc is seeking a System and Network Administration Specialist - The candidate shall provide system integration services of heterogeneous local area networks and computing resources throughout the organization. These services may include but will not be limited to protocol routing and maintenance, TCP/IP implementation on existing host computers, MS SQL Server, Storage Area Networks (SAN), load balancing, network implementation for comprehensive network and security management. The candidate shall also develop, implement, and maintain an aggressive program to document the physical and logical characteristics of all facets and topologies of the network resources. This documentation should include as-built drawings, software version documentation, project plans, installation logs, and configuration management documentation (e.g. change request and approval forms, etc.). The candidate shall develop systematic, usable, and effective documentation of systems, procedures, and application software. The Systems and Network Administrator will play an active role in the day-to-day management of the back-end server environment. The candidate will directly interact with customer and will be required to manage technical projects to completion by coordinating with employees and government staff.
Duties:
The candidate must be trained and experienced in installing and managing LAN network and equipment (e.g. CISCO 3750 network switches) to ensure extended network connections to the desktops and equipment. Skills must include comprehensive knowledge of Windows environments including strong knowledge of Microsoft Active Directory and Group Policy. Minimum Qualifications:
Quality Technology, Inc is seeking a Information & System Security Specialist. The candidate’s duties include providing security support for various firewall, IIS Web Servers, database applications, and workstations, backup or print operations. Duties include analyzing and defining security requirements for multi-level and multi-location security issues, physical infrastructure protection, information system security, PKI, system certification and accreditation (C&A), and instant response and analysis to security incidences. In addition, the candidate will work closely with IT managers and institute ISSO on institute-wide security initiatives and projects to ensure the compliance to NIH/HHS and federal security regulations and mandates.

Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product to meet user specifications. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. In addition, the candidate shall work with project manager to provide customized web-based database applications using a variety of languages include Microsoft ASP/.NET or J2EE technology, SQL and/or Oracle databases. Application Development Support Manager
Minimum Qualifications:
Quality Technology, Inc is seeking a Application Development Support Manager. The candidate will oversee and manage the Application Development. The candidate shall maintain current knowledge of new technologies and make recommendations for improvements to the architecture, analysis, database design, best practices for SDLC/EPLC, Section 508 compliance, project planning and operational support. The candidate also provides technical expertise and oversight on problem resolution. When requested, the candidate will attend the institute-wide working groups or meetings to provide expertise and input representing the best interests of institute. Provides task status reports upon request and works on special IT projects assigned by functional project officers.
The candidate shall follow through with the technical approach, organizational resources, and management controls to meet the cost, performance and schedule requirements to complete tasking. An additional requirement may be to develop or maintain the Applications Software Development Plan for the Institute. This plan will be a comprehensive analytical look at the application requirements of the business areas of the NINDS. Working with the Functional Project Officer and selected members of the business functional areas of NINDS, the candidate will interview, analyze, compile and make detailed recommendations for the existing NINDS business area system applications. Goals of this analysis should include but not be limited to:
1) identify commonality between existing systems as not to replicate functionality that is available elsewhere in the Institute or at the enterprise level, or other IC’s at NIH,
2) identify potential workflows between applications/functions that could ease administrative burdens or streamline processes,
3) analyze local architecture to determine if it optimizes front-end performance,
4) analyze download(s) processes, recommend amendments or modifications to downloads,
5) examine existing hardware and software technologies in order to standardize development and backend platforms to reduce costs,
6) determine / recommend strategies for implementing Section 508 or completing waiver justification for all NINDS extension system modules,
7) recommend remote access to non-web based application solutions and
8) address strategies for development to meet the Institute’s telecommuting goals for all existing extension applications.
After the analysis is complete, the candidate will work closely with the Functional Project Officer to integrate the recommendations into an Institute Application Software Development Plan. This plan will advise the Institute which applications may be sunset, which applications may remain as is, which applications will be migrated to new technologies and why, and what new requirements were discovered during the review and analysis process. Additionally the candidate will perform configuration management for the software development efforts in progress, making modifications as necessary to the Application Development Plan and Project Plan reflecting any changes as they become required and are approved by the Functional Project Officer.
IT projects performed under the scope of this task will be conducted in accordance with all NIH and DHHS IT Governance policy and requirements, including Enterprise Performance Lifecycle framework (EPLC), Capital Planning and Investment Control (CPIC), Standard System Development Lifecycle (SDLC) and Project Management. Minimum document artifacts will be produced and maintained in electronic format in NINDS document repositories as directed by the functional manager. Task orders under this contract may be subject to Earned Value Management (EVM) requirements, and thereby Managers may be required to implement an Earned Value Management System (EVMS) in the performance of a task order. An EVMS is defined in FAR 2.101(b) as follows: Earned value management system means a project management tool that effectively integrates the project scope of work with cost, schedule and performance elements for optimum project planning and control. The qualities and operating characteristics of earned value management systems are described in American National Standards Institute/Electronics Industries Alliance (ANSI/EIA) Standard–748, Earned Value Management systems.
