Desktop Support Specialist - Consultant ON CALL:   Quality Technology, Inc is seeking Desktop Support Specialist – On Call Consultant to work with our client in New York City, New York in an on-call capacity.  The candidate will provide End-user desktop support for an on-site Federal service desk.  Support of hardware issues, software installations and troubleshooting.  Candidate must have excellent communication and troubleshooting skills for both technical and non-technical customers.  Candidate should have direct support experience for a variety of desktop hardware and software in an office LAN environment.  Candidate should have an A+ certification or a sufficient track record in desktop support to presume the related experience/skill.  CCandidate should be familiar with Helpdesk ticketing systems (HEAT preferred) to deal with ticket escalation and problem resolution documentation.

Duties:

Experience with hardware and software in a desktop support environment.  A+ or other technical certification, though not required The ideal candidate should have good technical skills with the desire and ability to learn quickly and grow in job responsibilities.  Customer will process background :  A team of  technicians support a phone, email, and walk-in helpdesk for technical support issues, remote and desk-side PC and Macintosh support, and network and security operations (CISCO, Exchange, wireless, etc.) for a variety of Government and contractor personnel performing work in a wide range of office automation, research, artistic, and technical disciplines.    New York City support is directed via HEAT ticket assignments.

Technical Writer  

The Technical Writer performs technical writing and editing and recommends documentation guidelines, procedures, and templates, performs word processing, and develops or coordinates final production version of deliverables. Deliverables include SDLC documents, system test plans, standard operating procedures, assessment reports, user manuals, training materials, test plans, certification and accreditation reports and all other required deliverables, all of which must meet government documentation standards and requirements.

Desktop Support Specialist I   

Minimum Qualifications:

Quality Technology, Inc is seeking Desktop Support Specialist 1 –The candidate will serve as initial point of contact for troubleshooting of PC and Mac hardware/software, peripherals and networking problems. The candidate will provide general user support that includes troubleshooting individual machine problems (memory and power supply failure, disk crash, loss of connection to the network, printing problems, software problems, email, file folder access and permission, etc.). User support will also cover setting up and configure individual new and used computers and laptops to meet client security requirements such as encryption, anti-virus, and security patches as well as for accessing to the Client wireless and wired network and Internet. Some assistance will also be provided to users in the operation of computers and common applications such as word processing, email, Internet browsers, spreadsheets, imaging, as well as Client site licensed software, etc.  

Duties:

·       The candidate selected for performance in this task must be oriented toward customer service and thoroughly trained and experience in supporting desktops and laptops running Windows XP/Vista or Mac OS including hardware (both computers and peripherals) and software installation, mobile devices, infrastructure connectivity including LAN and WAN, and configuration and trouble shooting. In addition, the candidate must familiar with Microsoft Office suite, security software, Internet browsers, and has experience in installing, upgrading and removing hardware and software. The expertise described in desktop support specialist I must have a minimum of 1-2 year IT related experience. Desktop Support Specialist II   

Minimum Qualifications:

Quality Technology, Inc is seeking Desktop Support Specialist 2  - The candidate will provide operational support to maintain and deploy software upgrades, anti-virus protection and security patches under the direction of system administrators, security specialists or the IT managers. The candidate will also provide support for network connectivity including trouble shooting and patching in LAN closets as well as the maintenance and management of data and fileservers for users including creating file folders, setting up user access and permissions, etc. Will also assist the security specialist to react and clean any security and virus alerts from the client’s Incident Response Team (IRT) and monthly Sara security scans. IT Operational Support Manager   

Minimum Qualifications:

Quality Technology, Inc is seeking IT Operational Support Manager -  This management position  will oversee, coordinate, and manage the desktop support and system administration and information security support. The candidate shall maintain current knowledge of new technologies and make recommendations for improvements to the desktop support, network and workstation configurations, and operational support. The candidate shall follow through with the technical approach, organizational resources, and management controls to meet the cost, performance and schedule requirements. When requested, the candidate will make recommendations on network connectivity products, hardware, equipment, and miscellaneous materials needed to maintain and upgrade the local area network (LAN) and servers (file and application). The candidate also provides technical expertise and oversight to desktop, server and security support staff for end-user problem resolution; desktop/server and security support issues and support ticket tracking system. When requested, the candidate will attend the institute-wide working groups or meetings to provide expertise and input representing the best interests of institute. Plan training requirements for staff and ensure staff, have the resources to accomplish their mission. Provide team meetings, manage level of effort, mentor as necessary, and manage communications between all teams. IT projects performed under the scope of this work will be conducted in accordance with all federal client and government IT Governance policy and requirements, including Enterprise Performance Lifecycle framework (EPLC), Capital Planning and Investment Control (CPIC), Standard System Development Lifecycle (SDLC) and Project Management. Minimum document artifacts will be produced and maintained in electronic format in client’s document repositories as directed by the functional manager.

The candidate selected for performance in this role  is required to have strong working knowledge and expertise described in desktop support specialist I, II and III and must have a minimum of 5 years experience in desktop, server, networking and security support. Must have demonstrated strong leadership skills and with minimal 2-3 years of experience in the management at least 3 staff. System Administration Specialist   

Minimum Qualifications:

Quality Technology, Inc is seeking System Administration Specialist  - The candidate shall provide on-site network administration and data/file server support services to the research labs and administrative support offices. The candidate will perform routine network maintenance, server installation, configuration, upgrades, optimization, and improvements in addition to troubleshooting support for all servers (Windows, Mac, Unix or Linux servers for DHCP, firewall, application, security patching and ePO, etc.). The candidate shall provide monitoring support for critical servers, as determined by the IT management. Server downtime resulting from maintenance and improvements should be limited to non-production hours whenever possible. Backup of user and server data and configurations will be performed and maintained routinely by the candidate. Since Unix and Linux systems are a major component of intramural scientific workstations for imaging processing and scientific computing. The candidate will provide central user support to all Unix/Linux workstations and assistance in network administration and installation and trouble shooting of scientific applications such as imaging processing, computational biology or bioinformatics. 

Duties:

The selected candidate must be thoroughly trained and have demonstrated analytical and technical skills in installing, configuring, and administrating Windows Enterprise servers, Mac file servers and/or Linux application and data servers and workstations as well as performing back up and restore services in a layer 2 and layer 3 architecture. The technician supporting Windows/Mac servers must have a minimum of 1-2 years of administrator experience in an organization of similar size or environment. The contract staff providing support for Unix/Linux servers and workstations must have at least 1-2 years experience as a UNIX/Linux administrator, capable of handling the wide range of hardware and operating system combinations that the UNIX/Linux world has to offer. Must have excellent written and verbal communication skills, ability to work as a team member in a fast paced environment, ability to manage and communicate project tasks, status, and deadlines. System and Network Administration Specialist   

Minimum Qualifications:

Quality Technology, Inc is seeking a System and Network Administration Specialist -  The candidate shall provide system integration services of heterogeneous local area networks and computing resources throughout the organization. These services may include but will not be limited to protocol routing and maintenance, TCP/IP implementation on existing host computers, MS SQL Server, Storage Area Networks (SAN), load balancing, network implementation for comprehensive network and security management. The candidate shall also develop, implement, and maintain an aggressive program to document the physical and logical characteristics of all facets and topologies of the network resources. This documentation should include as-built drawings, software version documentation, project plans, installation logs, and configuration management documentation (e.g. change request and approval forms, etc.). The candidate shall develop systematic, usable, and effective documentation of systems, procedures, and application software. The Systems and Network Administrator will play an active role in the day-to-day management of the back-end server environment. The candidate will directly interact with customer and will be required to manage technical projects to completion by coordinating with employees and government staff.

Duties:

The candidate must be trained and experienced in installing and managing LAN network and equipment (e.g. CISCO 3750 network switches) to ensure extended network connections to the desktops and equipment. Skills must include comprehensive knowledge of Windows environments including strong knowledge of Microsoft Active Directory and Group Policy. Knowledge of SQL environments including clustering, SAN technologies, virtual environments, SharePoint administration, high-availability hardware platforms, and multiple reporting and configuration management tools are a plus. Information and System Security Specialist   

Minimum Qualifications:

Quality Technology, Inc is seeking a Information & System Security Specialist.  The candidate’s duties  include providing security support for various firewall, IIS Web Servers, database applications, and workstations, backup or print operations. Duties include analyzing and defining security requirements for multi-level and multi-location security issues, physical infrastructure protection, information system security, PKI, system certification and accreditation (C&A), and instant response and analysis to security incidences. In addition, the candidate will work closely with IT managers and institute ISSO on institute-wide security initiatives and projects to ensure the compliance to NIH/HHS and federal security regulations and mandates.

Minimum Qualifications:

Quality Technology, Inc is seeking a Technical Writer  - The candidate must be able to  develop, implement, and maintain an aggressive program to document the physical and logical characteristics of all facets of the IT infrastructure and systems, including applications. This documentation will include all artifacts required Certification and Accreditation (C&A) as well as Enterprise Performance Life Cycle (EPLC)/System Development Life Cycle (SDLC). The candidate shall develop systematic, usable, and effective documentation of systems, procedures, and application software. 

Duties:

The selected candidate must be thoroughly trained and have demonstrated excellent writing and oral presentation skills. Previous C&A documentation and experience in writing of security policies is a plus. Two or more years of experience in writing technical documents is required. Application Development Specialist I 

Minimum Qualifications:

Quality Technology, Inc is seeking a Application Development Specialist 1 - The candidate shall Analyze functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product to meet user specifications. Prepares required documentation, including both program-level and user-level documentation. Enhances software to reduce operating time or improve efficiency. In addition, the candidate shall work with project manager to provide customized web-based database applications using a variety of languages include Microsoft ASP/.NET or J2EE technology, SQL and/or Oracle databases. The candidate shall follow the best practice of system development life cycle (SDLC / HHS EPLC) to develop dynamic web and database applications meeting the business area and/or investigators requirements. In addition, the candidate shall understand and address the information security and federal web standards (e.g. Section 508) whenever possible during their development and testing cycles. In addition to the system development, the candidate shall provide testing and maintenance support on existing legacy systems and newly developed web sites and applications including user training and desktop support of developed application via phone, e-mail and/or walk-in. 

Duties:

The candidate must have a minimum of one year of experience in developing and supporting dynamic web applications using either J2EE or Microsoft ASP/.NET with SQL or Oracle database technology. It is a plus to have additional technical experience with a variety of operating systems (e.g. Windows, UNIX, Linux), and database/DBMS (e.g. Oracle, SQL Server, Access, Sybase). The candidate selected should have a working knowledge of relational database environments, structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting to plan the system. Application Development Specialist II   

Minimum Qualifications:

Quality Technology, Inc is seeking a Application Development Specialist 2 – The candidate will provide specialized system development and support for scientific and clinical research, e.g. clinical information systems and databases which are essential to the clinical neuroscience program (CNP) at NINDS and many large efforts that will bring together extensive clinical and research data from physicians and scientists as well as information from other institutions. The candidate is responsible for the design, development and support of clinical and research support databases (e.g. clinical protocol tracking, clinical study information system, clinical specimen tracking and management system, clinical trial databases and neuro-imaging repositories). Specific tasks will include the analysis, design, development and testing of the institute extension systems modules and/or sub-modules connecting to NIH enterprise systems (e.g. NBS, CRIS, IMPACII, DataWarehouse, EHRP and/or NED); development of software patches to accommodate back-end database schema modifications as required; software modifications to assist emergent user requirements; ad-hoc special reports for users; and maintenance to cover all aspects of life-cycle software development. Database Analyst-Administrator   

Minimum Qualifications:

Quality Technology, Inc is seeking a Database Analyst – Administrator, The candidate is responsible for the installation, configuration, troubleshooting, and maintenance of database systems. Specific tasks will include database creation, implementation, data loading, replication, backup, partitions, storage access, monitoring and optimizing system performance using index tuning, disk optimization, and setting user privileges within the database environment. Included in the implementation will be to debug database stored procedures and complex queries to extract, calculate or manipulate information and test database schemas. Application Development Support Manager  

Minimum Qualifications:

Quality Technology, Inc is seeking a Application Development Support Manager.  The candidate will oversee and manage the Application Development. The candidate shall maintain current knowledge of new technologies and make recommendations for improvements to the architecture, analysis, database design, best practices for SDLC/EPLC, Section 508 compliance, project planning and operational support. The candidate also provides technical expertise and oversight on problem resolution. When requested, the candidate will attend the institute-wide working groups or meetings to provide expertise and input representing the best interests of institute. Provides task status reports upon request and works on special IT projects assigned by functional project officers.  

The candidate shall follow through with the technical approach, organizational resources, and management controls to meet the cost, performance and schedule requirements to complete tasking. An additional requirement may be to develop or maintain the Applications Software Development Plan for the Institute. This plan will be a comprehensive analytical look at the application requirements of the business areas of the NINDS. Working with the Functional Project Officer and selected members of the business functional areas of NINDS, the candidate will interview, analyze, compile and make detailed recommendations for the existing NINDS business area system applications. Goals of this analysis should include but not be limited to:

1) identify commonality between existing systems as not to replicate functionality that is available elsewhere in the Institute or at the enterprise level, or other IC’s at NIH,

2) identify potential workflows between applications/functions that could ease administrative burdens or streamline processes,

3) analyze local architecture to determine if it optimizes front-end performance,

4) analyze download(s) processes, recommend amendments or modifications to downloads,

5) examine existing hardware and software technologies in order to standardize development and backend platforms to reduce costs,

6) determine / recommend strategies for implementing Section 508 or completing waiver justification for all NINDS extension system modules,

7) recommend remote access to non-web based application solutions and

8) address strategies for development to meet the Institute’s telecommuting goals for all existing extension applications.

After the analysis is complete, the candidate will work closely with the Functional Project Officer to integrate the recommendations into an Institute Application Software Development Plan. This plan will advise the Institute which applications may be sunset, which applications may remain as is, which applications will be migrated to new technologies and why, and what new requirements were discovered during the review and analysis process. Additionally the candidate will perform configuration management for the software development efforts in progress, making modifications as necessary to the Application Development Plan and Project Plan reflecting any changes as they become required and are approved by the Functional Project Officer.

IT projects performed under the scope of this task will be conducted in accordance with all NIH and DHHS IT Governance policy and requirements, including Enterprise Performance Lifecycle framework (EPLC), Capital Planning and Investment Control (CPIC), Standard System Development Lifecycle (SDLC) and Project Management. Minimum document artifacts will be produced and maintained in electronic format in NINDS document repositories as directed by the functional manager. Task orders under this contract may be subject to Earned Value Management (EVM) requirements, and thereby Managers may be required to implement an Earned Value Management System (EVMS) in the performance of a task order. An EVMS is defined in FAR 2.101(b) as follows: Earned value management system means a project management tool that effectively integrates the project scope of work with cost, schedule and performance elements for optimum project planning and control. The qualities and operating characteristics of earned value management systems are described in American National Standards Institute/Electronics Industries Alliance (ANSI/EIA) Standard–748, Earned Value Management systems. (See OMB Circular A–11, Part 7.) 

Duties:

The candidate must have demonstrated strong leadership skills and with a minimum of 5 years experience in the management of a small to mid-size team. The candidate must have working experience in maintaining source code and deploying applications via various automated technologies. Knowledge and software development experience in biomedical research is not required but a plus. The candidate may also prepare cost-benefit and return-on-investment analyses to assist the functional project Officer in building a business case to determine which proposed systems will be financially feasible. Requirements include excellent verbal and written communications skills. Quality Technology, Inc is seeking a Web Developer I – The candidate provides day-to-day support in upgrading , maintaining and creating government websites, as well as creating content for existing government websites. The Web Designer must have good communication skills and the ability to work with all levels of management and technical personnel. The Web Designer must be able to deliver page-level and site level designs.   

Duties:

The candidate must have a minimum of one year of experience in developing and supporting dynamic websites and applications working with various web-development scripting and formatting languages and platforms such as PHP, ASP/.NET, HTML and CSS. Personnel selected should have a working knowledge of a WCMS, RDMS environments, website usability Best Practices, Section 508 compliance website metrics reports. Must have good communication skills, problem solving and interpersonal skills, and work well in a team environment. Knowledge of NIH enterprise systems and websites is a plus.  Preferred experience working with Health and Human Services or prior experience working at/or with National Institute of Health is a plus.

Web Developer II  

Minimum Qualifications:

Quality Technology, Inc is seeking a Web Developer II – The candidate provides support and is responsible for assisting in the development, documentation, and quality assurance of functional components for complex, leading-edge web solutions. Conducts bottom-up review of organizational content in designing taxonomies for the categorization of content and creation of content types. Determines and documents information classification and site organizational structure. The candidate responsibilities will include preparing site maps, site information architectures, wire-frames, site taxonomies, and schemes for navigation. Also, assesses the impact of unstructured, semi-structured, and structured data to develop informational storage and retrieval strategies, and their impacts on content management, site design, workflow, and tool selection. Identifies candidates for content reuse and develops a strategy to prevent rework and to optimize data normalization. The candidate should also possess strong working knowledge of next-generation web application and collaboration environments. 

Duties:

The candidate must have a minimum of 5 years experience with skills and expertise. The candidate must also have direct experience performing Usability Engineer tasks, such as administering and analyzing usability tests, prototyping and ensuring all sites follow user-centered design principals. Web Project Support Manager  

Minimum Qualifications:

Quality Technology, Inc is seeking a Web Project Support Manager.  The Web Project Support Manager provides support, managing the development and maintenance of government web sites and will lead the web project team in either traditional or matrix organization. Project management and web development skills are required.  Provides leadership to the web development team in order to gather and analyze business, user, stakeholder, and client requirements. Write and/or edit web copy, work with internal/external resources on design and coordinate with IT services on development, quality assurance and implementation. Document, track and report on issues. Provide weekly written and verbal status reports to the NINDS Functional Project Officer. Develop and monitor project plans, including schedule, budget, risk management, and organizational responsibilities. Prepare and conduct executive briefings. Familiarity with MS-Project is preferred.  

Work with NINDS staff to develop content strategies, which are based on a thorough understanding of audience(s), business drivers and other business requirements and goals. Collaborate with visual and information designers as well as user research team members to define and address user needs for integrated offerings. Familiarity with user interface principles, identifying and developing content types, overseeing content QA, working with an information architect and content managers, and user research to define and address user needs is required. Familiarity with usability, accessibility and government security requirements is required. Documents business processes to determine workflow requirements and tool selection for online publishing. Develops content migration plans. Develops and implements a “brand strategy” having a consistent look and feel in terms of graphic design and navigation.  

Duties:

The candidate must have demonstrated strong leadership skills and with a minimum of 5 years experience in the management of a small to mid-size team. The candidate must have working experience in maintaining source code and deploying applications and websites via various automated technologies. Knowledge and website development experience in biomedical research is not required but a plus. The candidate may also prepare cost-benefit and return-on-investment analyses to assist the Functional Project Officer in building a business case to determine which proposed systems will be financially feasible. Requirements include excellent verbal and written communications skills. Knowledge of NIH enterprise systems is a plus.  Preferred experience working with Health and Human Services or prior experience working at/or with National Institute of Health is a plus.
